addressed to him.

I enclose letters addressed to you by Messrs. Goldsmith and White, but I am unable to recommend the promotion of Mr. Goldsmith to be a 2nd Grade Executive Engineer, or any change in the relative seniority in the rank of Assistent En- -gineer of Messrs. Duncan, Goldsmith and White.
